I am new to running a board, have no experience in coding, and am at a complete loss when it comes to graphic designing. I don't even have a basic understanding of how this stuff works. I really want to personalize my proboards site but have no idea where and how to start.

basically it depends on WHAT you are after. explore other sites to see some of the things they have and if you like them, its either javascript based or HTML/CSS based.
I would start by deciding what the important things are that you feel would add to your forum.
