you have a cell with 3 tables inside, followed bya a <br> tag. get rid of the <br> tag.
<TABLE class="bordercolor" cellSpacing="1" cellPadding="4" width="800" align="center"><TBODY><TR><TD class="midtable" vAlign="top" align="center" width="100%"><FONT size="2"><B><I><SPAN id="iRandom_Text">God made a very obvious choice when he made me voluptuous; why would I go against what he decided for me? My limbs work, so I'm not going to complain about the way my body is shaped. Drew Barrymore</SPAN></I></B></FONT></TD></TR></TBODY></TABLE><BR /></TD>

as a check, put comments in the tops and bottoms of your global and main headers/footers. I think the BR is coming from PB code, but the table isnt closed properly.
<!-- TOP OF GLOBAL HEADER --> <!-- TOP OF MAIN HEADER -->
like those, but for both top and bottom.

it wasnt to fix anything. it was so I could see where codes were in your source.

as I suspected...
<!-- BOTTOM OF GLOBAL HEADER --><br/><!-- TOP OF MAIN HEADER -->
see how the <br> is in between there? you tried to continue a table in main header, and Im not sure why? get rid of all this in the main header:
<tr> <td> <table id="ICtbl" class="bordercolor" cellSpacing="0" cellPadding="0" width="100%" align="center" style="display: none"> <tr> <td class="midtable" vAlign="top" align="center" width="65%"><font size="2"><b><div id="BOX1div"></div></b></font></td> <td class="midtable" vAlign="top" align="center" width="35%px"><font size="2"><b><div id="BOX2div"></div></b></font></td> </tr> <tr> <td class="midtable" vAlign="top" align="center" colSpan="2" style="border-top:#000000 1px solid;"> <font size=2><div id="BOX5div"></div></font> </td> </tr> </table> </td> </tr> </table>
at the bottom of global header, put in this:
</td> </tr> </table>

because you have the exact same stuff in a table ABOVE that part in the global headers.

the part I said to take out of your main headers is already IN your global headers, and when you tried to continue a table into the main headers, it inserted that <br> in the middle of it. if you erase the part I said, and add those 3 lines to the bottom of global headers, then it will close the table you started in global headers.

replied on PBS as well, but basically you have already removed the second copy of the info center relocation, which is fine, and you kept the main header copy of it, which is also fine, but you have some errant tags AROUND it that need to be pruned.
